Bielefeld is new L.S. council member

LIME SPRINGS - The first order of business at the May 3 Lime Springs City Council meeting was to appoint a new person to council after Kris McNamara gave her resignation on April 6.
Jennifer Kalstabakken said, “I was upset about this. I found out at the post office there was a city council vacancy.”
Mayor Brian Johnson answered, “I figured council would find out at this meeting, and we would discuss it.”
Kalstabakken explained she was looking for a second female to be on council. “So I talked to Mary Bielefeld. She said she was interested.”
Kris Kraft, who did not run again at the last election, said she could fill in for the year-and-a-half left on McNamara’s term.
Richard Cottrell made the motion to nominate Bielefeld, and it passed with all ayes.
• Public Works Director Tyler Smith gave his report. He gave quotes on a new GMC 3500HD Silverado four-wheel-drive regular cab truck from H&S Motors and Molsteads for less than $40,000. 
The H&S Motors vehicle had more accessories. Council gave the okay to purchase the truck if the prices matched. It will be billed out to various departments at a percentage.
Smith filled some potholes with cold patch from Waukon and will wait until the weather warms up to get some more.
“Big news! I got a beaver in the snare after attempt 742! It was a big one. It weighbed 42 pounds.
He touched on the asbestos removal taking place at the Tienter/Jenkins buildings. Site Services was to be done the following week with Mehmerts coming in to finish after the asbestos is removed. Site Services had completed the inside and taken off all of the roof part. They have the fallen brick to sort through next. 
• The lease for Spring Ahead Learning Center was approved. Cottrell was the only nay, stating the lawyer had asked for SALC to get insurance to guard against employee molestation and abuse. “This city council is doing the town a dis-service to not make the learning center get insurance.”
The issue had already been discussed, with SALC saying they could not get insurance.
• Council agreed with the lawyer to send letters to the owner of the dog and the home owner that since it has bitten several people, it has to be removed from City limits.
• A budget amendment was approved for $34,000 for the library expansion and $100,000 for the derelict building expenses.
• Brian Malm of Bolton & Menk gave a project timeline for the A23 and Jackson St. projects. A23 should be done by Sept. 30, 2022 to give the county time to do their portion of the project. Jackson St. will be a little later . . . Nov. 18, 2022.
• There was no fire department report.
• The Library had 212 town patrons and 189 from the country for a total of 401 for March.
Maria Klingsheim did an author visit with 13 people in attendance. The Easter Coloring Contest and Easter Cake Contest had good participation.
The Community Art Show was set to take place on May 7.
It was announced board members would have the Memorial Day Luncheon on May 30. 
• Jarry Hughes gave the Community Center update. The board was getting a new freezer. It was also getting bids to put concrete in the rock area of the flag poles. Jimmy Miller was a new board member.
• Sharla Lieder announced softball registration was taking place on May 14, with park cleanup following.
Council approved raising wages of the guards and hiring Dalin Kitchen, Anna Mae Leverson, Kinze Shea, Ana Gibbs, Alayna Larson, Teryn Lukes and Hayden Rempfer.
Pam Siegenthaler, Holly Andersen and Jessica Wilson were hired as managers.
The tentative opening day is Sunday, May 29.
• Council decided against having a city-wide clean-up day due to the unknown cost.
• Liquor licenses were approved for the Mill House and KCDs.
• A&K was given permission to remove the cracked sidewalk from the corner of KCD’s building west.
• Informal permission was given to the Community Club to fence off and close Main St. on June 11 for a bean bag tournament. It will officially be approved at the June 7 meeting.
