Her ashes will be interred next to her father in the Evergreen Cemetery at Fairfield, Iowa at a later date.
Sarah was born on March 8, 1951 in Fairfield to Lewis B. and Emma Lou (Heston) Carter. She graduated from Fairfield High School in 1969 and then from The University of Northern Iowa in May 1973 with a B.S. in Secondary Education, English Major. She worked for Black Hawk County Department of Human Services in various departments from 1974-1988.
During that time she married, and in February 1981, she gave birth to the treasures of her life, Alison and Nathan Esser. After a divorce, Sarah and children moved to Ankeny. In September 1988, she married Ted L. Rapp, the true love of her life.
She was offered the opportunity to be a management analyst for the State of Iowa’s Department of Inspections and Appeals. Sarah worked in that capacity until July 1996, when she transferred to a similar position with the Office of the State Public Defender. Her duties were endless, and her work-place friendships spanned the entire state. Sarah retired in the summer of 2010 and later that year started her second and most special career, being Gramma. That was all she ever really wanted to be, and she was extremely good at it, naturally.
Sarah is survived by her husband, Ted; mother, Emma Lou Carter; sister, Christine Carter; brother, Jeff Carter; children, Nathan (Jill) and Alison (Jason); grandchildren, Aubrey, Noah, Kate and Kelsey; brother-in-law, Tim, and sister-in-law, Polly, will also miss this wonderful person. Others left to remember this fine woman are numerous cousins, nieces and nephews.
Memorial contributions may be made in her honor to the Animal Rescue League of Iowa, 5452 NE 22nd St., Des Moines, IA 50313 or The Ankeny Miracle Field c/o Ankeny Community Foundation, 410 W. 1st Street, Ankeny, IA 50023.
